The learning guide is divided into five sections. The first section, the introduction, presents the course goals, prerequisites, definition of PLATO activities, and a suggested approach to completing the course. The remaining four sections present the purpose, learning activities and summary of each lesson of the AGCS PLATO course, which consists of (1) AGCS introduction; (2) lower order modes; (3) higher order modes; and (4) an arrival route exercise

    A Patient-Centered Framework for Evaluating Digital Maturity of Health Services: A Systematic Review

Extensive literature exists about how to assess the components of digital maturity, but it has not been used to design a comprehensive framework for evaluation. Consequently, the measurement systems that do exist are limited to evaluating digital programs within one service or care setting, meaning that digital maturity evaluation is not accounting for the needs of patients across their care pathways. Objective: The objective of our study was to identify the best methods and metrics for evaluating digital maturity and to create a novel, evidence-based tool for evaluating digital maturity across patient care pathways. Methods: We systematically reviewed the literature to find the best methods and metrics for evaluating digital maturity. We searched the PubMed database for all papers relevant to digital maturity evaluation. Papers were selected if they provided insight into how to appraise digital systems within the health service and if they indicated the factors that constitute or facilitate digital maturity. Papers were analyzed to identify methodology for evaluating digital maturity and indicators of digitally mature systems. We then used the resulting information about methodology to design an evaluation framework. Following that, the indicators of digital maturity were extracted and grouped into increasing levels of maturity and operationalized as metrics within the evaluation framework. Results: We identified 28 papers as relevant to evaluating digital maturity, from which we derived 5 themes. The first theme concerned general evaluation methodology for constructing the framework (7 papers). The following 4 themes were the increasing levels of digital maturity: resources and ability (6 papers), usage (7 papers), interoperability (3 papers), and impact (5 papers). The framework includes metrics for each of these levels at each stage of the typical patient care pathway. Conclusions: The framework uses a patient-centric model that departs from traditional service-specific measurements and allows for novel insights into how digital programs benefit patients across the health system

    Solar Cell Light Trapping beyond the Ray Optic Limit

    In 1982, Yablonovitch proposed a thermodynamic limit on light trapping within homogeneous semiconductor slabs, which implied a minimum thickness needed to fully absorb the solar spectrum. However, this limit is valid for geometrical optics but not for a new generation of subwavelength solar absorbers such as ultrathin or inhomogeneously structured cells, wire-based cells, photonic crystal-based cells, and plasmonic cells. Here we show that the key to exceeding the conventional ray optic or so-called ergodic light trapping limit is in designing an elevated local density of optical states (LDOS) for the absorber. Moreover, for any semiconductor we show that it is always possible to exceed the ray optic light trapping limit and use these principles to design a number of new solar absorbers with the key feature of having an elevated LDOS within the absorbing region of the device, opening new avenues for solar cell design and cost reduction

    Light trapping beyond the 4n^2 limit in thin waveguides

    We describe a method for determining the maximum absorption enhancement in thin film waveguides based on optical dispersion relations. For thin film structures that support one, well-confined guided mode, we find that the absorption enhancement can surpass the traditional limit of 4n^2 when the propagation constant is large and/or the modal group velocity is small compared to the bulk value. We use this relationship as a guide to predicting structures that can exceed the 4n^2 light trapping limit, such as plasmonic and slot waveguides. Finally, we calculate the overall absorption for both single and multimode waveguides, and show examples of absorption enhancements in excess of 4n^2 for both cases

    This essay examines how the MIT Controversy hardened identities in terms of the timeworn template of geopolitical conflict of national stereotypes. It critically analyzes the Chinese students’ response to the “Visualizing Cultures” project by putting it in the context of the PRC’s patriotic education policy that securitizes culture by focusing on identity as difference in a zero-sum game that distinguishes civilization from barbarism, and China from the rest of the world. It critically analyzes the professors response to the controversy by highlighting how meaning is not only produced by the author; it is also consumed by various audiences that bring diverse sets of experiences into meaning making. It concludes that the controversy is less about content, and more about who controls knowledge production and distribution

    The politics of walls: barriers, flows, and the sublime

    As Donald Trump’s presidential campaign showed, walls are a hot topic. While ‘globalisation’, with its free flow of capital and goods, characterised world politics after the end of the Cold War, the twenty-first century has witnessed a reassertion of cultural, legal, and physical barriers. It is common to criticise such post-Cold War walls, especially the US-Mexico Barrier and Israel’s West Bank Barrier, as ineffective and immoral. This article problematises such critical discourse by using unlikely juxtapositions (the Great Wall of China) and new conceptual frameworks (gaps, critical aesthetics) to explore: (1) how walls can be a rational security policy; (2) how they are not simply barriers, but can be complex sites of flows; and (3) how walls are not simply texts waiting to be decoded: they are also sites of non-narrative affective experience that can even excite the sublime. This critical juxtaposition of walls first explores what they can tell us about the politics of borders, identity, and foreign policy, and then considers how walls, as concrete visual artefacts, can be examples not simply of ideology, but also of affect. The article aims to understand walls in a different register as active embodiments of political debate – and of political resistanc

    Identity and security in China: the negative soft power of the China dream

    Joseph Nye concentrates on the positive attractive aspects of soft power as a foreign policy tool. This article will argue that the Chinese discussion of soft power is interesting because it does the opposite: soft power is negative rather than positive, and is employed as a tool in domestic policy more than in foreign affairs. It will use Chinese President Xi Jinping's new ‘China Dream’ discourse to explore China's ‘negative soft power’ strategy. Rather than take for granted that we understand what the ‘Chinese values’ are that inform the PRC's soft power, it argues that soft power discourse is a useful heuristic device for understanding how Chinese policy makers and public intellectuals are actively constructing a ‘China’ and a ‘world’ to promote regime legitimacy. The Chinese case thus suggests that we need a more complex view of power that considers the contingent dynamics of its hard/soft, positive/negative, foreign/domestic aspects
